{"id":11449,"date":"2024-12-30T11:37:54","date_gmt":"2024-12-30T11:37:54","guid":{"rendered":"https:\/\/digitaltradecenter.com\/index.php\/2024\/12\/30\/an-old-friend-former-us-president-jimmy-carter-remembered-in-china-for-establishing-diplomatic-ties\/"},"modified":"2024-12-30T11:37:54","modified_gmt":"2024-12-30T11:37:54","slug":"an-old-friend-former-us-president-jimmy-carter-remembered-in-china-for-establishing-diplomatic-ties","status":"publish","type":"post","link":"https:\/\/digitaltradecenter.com\/index.php\/2024\/12\/30\/an-old-friend-former-us-president-jimmy-carter-remembered-in-china-for-establishing-diplomatic-ties\/","title":{"rendered":"\u2018An old friend\u2019: Former US President Jimmy Carter remembered in China for establishing diplomatic ties"},"content":{"rendered":"<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm5ahnzu800n22cpf0ive39jz@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Former US President Jimmy Carter, who died Sunday at the age of 100, is remembered in China for bringing an end to decades of hostility and establishing diplomatic relations with Beijing \u2013 at the expense of Taiwan.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm5aholxi00063b6mgxumt16r@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The diplomatic switch in 1979 led to profound changes in US-China relations in the following decades \u2013 and its implications are still being felt today, as tensions flare across the Taiwan Strait.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm5aholxi00073b6mnsb63183@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            During the height of the Cold War, the Carter administration held months of secret negotiations with Chinese officials to normalize relations, which had been estranged since the Chinese Communist Party took power in 1949.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm5aholxi00083b6m91njt0ak@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            For decades, Washington had recognized the Republic of China in Taipei as the sole legal government of China, after the Kuomintang was defeated by the Communists in the civil war and fled from the Chinese mainland to the island of Taiwan.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm5aholxi00093b6mue3uu54w@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            A rapprochement with the People\u2019s Republic of China began during the presidency of Richard Nixon, who made an ice-breaking visit to Beijing in 1972. But it was Carter who oversaw Washington\u2019s formal switch of diplomatic recognition from Taipei to Beijing.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm5aholxi000a3b6mnyhs0khw@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            On December 15, 1978, Carter announced that at the start of 1979, the US would end its diplomatic relations with the Republic of China in Taipei and recognize the People\u2019s Republic of China in Beijing as the sole legal government of China.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm5aholxi000b3b6mm46vhq9b@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            While celebrated in Beijing, the announcement came as a shock to many in Taiwan, followed by anger and a bitter sense of abandonment and betrayal \u2013 even leading to violent anti-American demonstrations in Taipei. The US also terminated its mutual defense treaty with Taiwan and pulled its military personnel from the island.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm5aholxi000c3b6m250xhsyu@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            On January 1, 1979, the US and the People\u2019s Republic of China formally established diplomatic ties, opening embassies in the two countries\u2019 respective capitals. At the end of that month, Carter welcomed China\u2019s paramount leader Deng Xiaoping on the South Lawn of the White House \u2013 the first visit by a Chinese Communist leader to the US.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm5aho3sx00003b6meyxw1by8@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cWe expect that normalization will help to move us together toward a world of diversity and of peace,\u201d Carter said at the welcoming ceremony. \u201cFor too long, our two peoples were cut off from one another. Now we share the prospect of a fresh flow of commerce, ideas, and people, which will benefit both our countries.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm5ahotog000i3b6mdn23qvvz@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            In response, Deng praised Carter\u2019s \u201cfarsighted decision\u201d in playing a key role in ending the \u201cperiod of unpleasantness between us for 30 years.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm5ahotog000j3b6mqwu4but0@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Bilateral ties flourished in the following years, from trade and investment to academic and cultural exchanges. One area of engagement Carter facilitated was student exchange. During negotiations for normalizing relations, Deng raised the question of whether Chinese students would be allowed to further their studies in the US.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm5ahotog000k3b6m2igqnigw@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cWhen posed with that question, my adviser, Dr. Frank Press, thought it important enough to call me at 3 a.m. in Washington to be sure,\u201d Carter wrote in a letter addressed to the Chinese Embassy in Washington and the US State Department in 2019.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm5ahotog000l3b6mg0ppbv20@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cDeng asked me if China could send 5,000 students, and I answered that China could send 100,000,\u201d Carter wrote.    <\/p>\n<h2 class=\"subheader inline-placeholder\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/cm5ahpd9100143b6msanhtfhy@published\" data-component-name=\"subheader\" id=\"proponent-for-engagement-and-democracy\" data-article-gutter=\"true\">        Proponent for engagement and democracy<\/h2>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm5ahp44y000q3b6mdyaut8lp@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            As bilateral ties worsened in recent years, some critics in the US have questioned the strategy of engagement with China.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm5ahp44y000r3b6m0pszjwxr@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Under Chinese leader Xi Jinping, Beijing has taken a stark authoritarian turn domestically and become increasingly assertive abroad, dashing the once widely held hope that China would move toward a more liberal political model following economic growth and its integration with the world.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm5ahp44y000s3b6m41docyl5@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Amid escalating tensions and calls for \u201cdecoupling,\u201d Carter has remained a cool-headed voice and firm supporter of continued engagement.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm5ahp44y000t3b6mjjbefuaz@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            On the eve of the 40th anniversary of the normalization of US-China relations, Carter warned in The Washington Post that the two nations\u2019 critical relationship is \u201cin jeopardy\u201d and \u201ca modern Cold War between our two nations is not inconceivable\u201d if the deep mistrust continues.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm5ahp44y000u3b6m8amy0ojq@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cAt this sensitive moment, misperceptions, miscalculations and failure to follow carefully defined rules of engagement in areas such as the Taiwan Strait and South China Sea could escalate into military conflict, creating a worldwide catastrophe,\u201d he wrote.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm5ahp44y000v3b6m1wazn9ak@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            After he left the presidential office, Carter remained a key figure in US-China relations. He visited China multiple times and was received by successive Chinese leaders, from Jiang Zemin \u2013 who called him \u201can old friend of the Chinese people\u201d \u2013 to Xi.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm5ahp44y000w3b6m5tipzd29@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            In 2019, at the height of a bruising trade war with China, former US President Donald Trump sought Carter\u2019s council in a rare phone call to discuss ongoing trade negotiations with Beijing.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm5ahp44y000x3b6msvfk5i6b@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            But Carter\u2019s experience with China far predated his presidency. It was his visit to the Chinese coast in 1949 as a young submarine officer in the US Navy that sowed his interest in China, according to an interview Carter gave to the Council on Foreign Relations.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm5ahp44y000y3b6mjsypdg1a@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            As the civil war raged in China, Carter\u2019s submarine was operating in and out of Chinese seaports, from Shanghai all the way up to Qingdao.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm5ahp44y000z3b6m45bp0fq9@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cAnd so, I got to see the transformation in China between the nationalist Chinese forces who were just occupying a few of the seaports and the communist forces whose campfires we could see on the hillsides,\u201d he said.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm5ahp44y00103b6m6wzrk4xc@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            A few months after Carter left China, the nationalists fled the mainland to Taiwan. \u201cSo, I saw the birth of China which, by the way, was born on my birthday, October the 1st, 1949. And I think that has precipitated my intense interest in China ever since,\u201d he said.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm5ahp44y00113b6m2f96b5c0@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            In China, Carter remains a well-respected figure, despite the rocky relationship in recent years.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm5ahp44y00123b6m0jfocddd@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            In reports about his death, Chinese state media outlets noted Carter\u2019s legacy on US-China relations. On Chinese social media, many users hailed him the \u201cgood old man.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm5ahp2py000o3b6miv92sr1y@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Less mentioned by the Chinese government and state media, however, was Carter\u2019s role in promoting religious freedom and grassroots democracy in China.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm5ahpriz001a3b6mvpnugt81@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            At a banquet he hosted for the Chinese delegation in 1979, Carter secured Deng\u2019s agreement to permit unrestricted worship and the distribution of Bibles in China. (Under Xi Jinping, Christians have experienced a significant crackdown).    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm5ahpriz001b3b6mib6y1unv@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The Carter Center had supported and monitored village elections in rural China for more than a decade since the late 1990s. Carter himself visited a village in eastern China to monitor one such election in 2001, witnessing villagers casting their votes and greeting elected local officials on stage.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm5ahpriz001c3b6m6fssd2cp@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            That kind of engagement is nearly unthinkable in today\u2019s China, with the Chinese Communist Party repeatedly attacking \u201cWestern values\u201d and viewing foreign non-profits \u2013 especially those promoting democracy, rule of law and rights advocacy \u2013 with deep suspicion.    <\/p>\n<h2 class=\"subheader inline-placeholder\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/cm5ahpyhz001o3b6mipynswy5@published\" data-component-name=\"subheader\" id=\"complicated-legacy-in-taiwan\" data-article-gutter=\"true\">        Complicated legacy in Taiwan<\/h2>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm5ahpriz001e3b6msi7uc1bw@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            In Taiwan, Carter\u2019s legacy is more complicated.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm5ahpriz001f3b6md7hjmq5s@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            When Carter made his first visit to Taiwan in 1999, he still faced plenty of questions \u2013 and criticism \u2013 over his abrupt announcement to break diplomatic relations with Taipei 20 years ago.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm5ahpriz001g3b6mkut290mc@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            At a speech in Taipei, Carter was confronted by veteran Taiwanese opposition politician Annette Lu, who accused him of having set back the democratization process in Taiwan and demanded an apology from him to the Taiwanese people.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm5ahpriz001h3b6m3oj21g56@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Carter declined to apologize, insisting that his decision had been \u201ca right one.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm5ahpriz001i3b6mboonh9d9@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            In a guest lecture at a university in Atlanta in 2018, Carter said he had \u201ca big argument\u201d with Deng over the status of Taiwan during negotiations in 1978.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm5ahpriz001j3b6m2o9a61hk@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cChina always wanted us to declare that Taiwan was a province of China, and they wanted us to break our treaty with Taiwan and stop all our military assistance,\u201d he said. \u201cI was insisting that we should break our treaty with Taiwan only in agreement with our treaty, which required a one-year notice. I also insisted that we continue to provide defensive assistance to Taiwan and that the differences between China and Taiwan be resolved peacefully.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm5ahpriz001k3b6ms54uhxxu@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Following the diplomatic switch, the US Congress passed the Taiwan Relations Act, which allows Washington to retain close unofficial ties with Taipei, facilitating commercial, cultural and other exchanges through the American Institute in Taiwan \u2013 the de facto US Embassy in Taipei.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm5ahpriz001l3b6mxwnr69za@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The legislation also requires the US to \u201cprovide Taiwan with arms of a defensive character\u201d to maintain \u201ca sufficient self-defense capacity,\u201d though it did not specify how the US would respond in case of a Chinese invasion of the island \u2013 which became known as a policy of \u201cstrategic ambiguity.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm5ahpriz001m3b6mw6bb33s3@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            As relations between China and the US plummeted in recent years, the Taiwan issue has become a key source of tension between the two countries.    <\/p>\n<\/p>\n<div>This post appeared first on cnn.com<\/div>\n<p><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Former US President Jimmy Carter, who died Sunday at the age of 100, is remembered in China for bringing an end to decades of hostility and establishing diplomatic relations with Beijing \u2013 at the expense of Taiwan.
