Ukraine said for months it would not renew the agreement \u2013 and made good on its promise.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm5qm9ccr001l3b6mpbahb431@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Some countries prepared for this. Austria said it did its \u201chomework\u201d and now sources gas elsewhere. Hungary and Slovakia have also found alternative, much costlier, supplies.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm5qm9ccr001m3b6mckuonu8o@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Transnistria did not. After splitting from Moldova in 1990 as the Soviet Union crumbled, Transnistria has relied entirely on Russian gas \u2013 delivered through Ukraine\u2019s pipelines, mostly free of charge \u2013 to keep the lights on.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm5qm9ccr001n3b6mkxgwxkv9@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            That\u2019s over. With Russia unwilling to send gas via other routes, Transnistria is going dark.    <\/p>\n<h2 class=\"subheader inline-placeholder\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/cm5ql98er000j3b6mez99n2y0@published\" data-component-name=\"subheader\" id=\"how-has-transnistria-been-affected\" data-article-gutter=\"true\">        How has Transnistria been affected?<\/h2>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm5qlb36l000u3b6mdnx04vrc@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Home to more than 300,000 people \u2013 mostly Russian speakers \u2013 Transnistria celebrated Orthodox Christmas on Tuesday. The usually festive occasion was interrupted by the region\u2019s self-proclaimed government announcing daily eight-hour power outages.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm5qmaenl001p3b6m3l5n13o5@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The government said it took the decision after electricity consumption had jumped fourfold in recent days. With no gas to keep homes warm, residents had turned to electric heaters \u2013 putting huge strain on the region\u2019s creaking power grid.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm5qmaenl001q3b6m1xkyse0u@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cThe system created during the Soviet period\u2026 is not coping,\u201d President Vadim Krasnoselsky said at a meeting of the region\u2019s energy council on Monday. Transnistrians are cooking meals on electric mini-stoves and burning firewood and coal to heat their homes. Hot water is now supplied on a strict schedule, causing some to boil water in kettles and take showers using buckets.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm5qmaenl001s3b6msogmb8ip@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Some alternative heating methods have proved hazardous. Orthodox Christmas was marked by two cases of carbon monoxide poisoning, one of them fatal.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm5qmaenl001t3b6mctagxkz2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            On Tuesday, a family of four in the city of Bendery, including a 7-year-old child, fell ill due to fumes from a gas water heater. They were treated and released in a stable condition. The following night in the capital, Tiraspol, a woman died while showering in a poorly-ventilated apartment where a chimneyless gas water heater was in use, according to the region\u2019s Ministry of Internal Affairs.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm5qmaenl001u3b6mffgsys3f@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Unable to keep classrooms warm, schools and colleges have extended the winter vacation until January 20, far later than scheduled. Many kindergartens have not reopened after the holidays. The ones that have are burning firewood for heating.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm5qmaenl001v3b6mrice1i3u@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Sergey Obolonik, minister for economic development, said Wednesday that the region\u2019s gas reserves will last for another 24 days.    <\/p>\n<h2 class=\"subheader inline-placeholder\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/cm5ql9ie4000l3b6mn9vdultt@published\" data-component-name=\"subheader\" id=\"has-moldova-also-been-hit\" data-article-gutter=\"true\">        Has Moldova also been hit?<\/h2>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm5qlb5wo000x3b6m52dy5w64@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Yes, but not as badly. Before Russia\u2019s invasion of Ukraine, Moldova was almost entirely reliant on Russian gas. But a few months into the war, Russia\u2019s energy giant Gazprom sharply cut gas supplies to the country and hiked its prices, citing unpaid debts.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm5qmb9kt001y3b6mkm0w33o2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Moldovan officials were perplexed \u2013 and some cried foul, describing the move as an attempt to \u201cblackmail\u201d the country for a pivot towards the West. With winter approaching, Moldova swiftly arranged energy supplies from Europe.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm5qmb9ku001z3b6mfoft550j@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Despite ending gas purchases from Russia, it still bought large amounts of its energy from Transnistria, which uses Russian gas to generate electricity at the Cuciurgan power plant.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm5qmb9ku00203b6mmd9afszx@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Now Russian gas supplies have been cut off, that plant is producing vastly less energy. Moldova has had to buy from emergency European markets \u2013 mostly via Romania \u2013 at nearly twice the price.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm5qmb9ku00213b6mdhvoqere@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Further costs are on the horizon, too. Moldova\u2019s government in Chisinau, led by the recently re-elected pro-Western President Maia Sandu, has said it will provide support to residents fleeing from the freezing temperatures and energy shortages in Transnistria.    <\/p>\n<h2 class=\"subheader inline-placeholder\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/cm5qla0c8000n3b6muaoc2j3t@published\" data-component-name=\"subheader\" id=\"will-transnistria-accept-help-from-chisinau\" data-article-gutter=\"true\">        Will Transnistria accept help from Chisinau?<\/h2>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm5qlb8e200103b6mx3lvamlz@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Chisinau has offered to sell gas and energy to Transnistria, although officials in Tiraspol show little sign of accepting the offer.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm5qmbp7800243b6mqbkmrvmg@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The main reason is economic. Unlike Moscow, Chisinau is not proposing to send gas for free. After 30 years of abundant, low-cost energy, Transnistrians would now have to pay the same rate as those in Moldova proper.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm5qmbp7800263b6m8ubuc2qy@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Another reason is political. After decades of proclaiming its independence from Moldova, to be seen accepting \u201chelp\u201d from it would be akin to admitting failure.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm5qmbp7800273b6mne5qyfuc@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Instead, Tiraspol is attempting to pin the crisis on Chisinau. Krasnoselsky has accused Moldova of trying to \u201cstrangle\u201d the region and force it to renounce its claims to statehood.    <\/p>\n<h2 class=\"subheader inline-placeholder\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/cm5qlaetp000p3b6mutgpx8z6@published\" data-component-name=\"subheader\" id=\"whats-russias-role\" data-article-gutter=\"true\">        What\u2019s Russia\u2019s role?<\/h2>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm5qlbb2g00133b6moh0kcsy7@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Russia could provide gas to Transnistria but is choosing not to. Although it can no longer transit gas through Ukraine, other pipelines are available under the Black Sea via Turkey, albeit at a higher cost than before.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm5qnbm6200293b6ml8oadh4x@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Kremlin spokesman Dmitry Peskov said on Thursday that the situation is \u201ccritical,\u201d but added that \u201cthe decisions of Ukraine and the Moldovan authorities\u201d had \u201cdeprived\u201d Transnistria of natural gas.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm5qnbm62002a3b6mzm7du7dg@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Peskov said some European countries, including Slovakia, still wanted Russia\u2019s \u201cmore competitive\u201d supplies. He also criticized the United States for profiting from the crisis, saying it had boosted its costlier gas exports to Europe.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm5qnbm62002b3b6m4ijv2nm3@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Russia may also stand to gain from declining to end the energy crisis in Transnistria \u2013 whose people it claims to support.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm5qnbm62002c3b6m8jkcc27x@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Russia has long worked to destabilize Moldova, most recently in its presidential election in October, which was framed as a choice between Moscow and the West.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm5qnbm62002e3b6m1ru16j8b@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Although Sandu clung on in October, Moldova has parliamentary elections later this year. The crisis in Transnistria \u2013 which could prompt thousands of residents to flee across the border \u2013 provides Russia with an opportunity to sow more chaos in Moldova, Popescu warned.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm5qnbm62002f3b6m4ozfocp1@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cRussia doesn\u2019t care much about residents in Transnistria. It has the goal of destabilizing the Moldovan economy, political system and social fabric.
