The fact they are doing so again, after such a painful series of attacks, is hardly surprising.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmbh3l7qz00093b6mfijwdqpm@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            But it would be wrong to get too complacent and dismiss all Russian nuclear saber-rattling as mere propaganda.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmbh3l7qz000a3b6mdt6zniyh@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            In fact, there are some worrying reasons to take the slim possibility of a devastating Russian response a little more seriously this time around.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmbh3l7qz000b3b6m1wgy9oku@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Firstly, several Russian pundits have commented on how Ukraine\u2019s destruction of a significant number of Russian strategic nuclear bombers may be interpreted as breaching Moscow\u2019s legal nuclear threshold.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmbh3l7qz000c3b6m1cthhw2e@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The Kremlin\u2019s recently updated nuclear doctrine \u2013 which sets out conditions for a launch \u2013 states that any attack on \u201ccritically important\u201d military infrastructure which \u201cdisrupts response actions by nuclear forces\u201d could trigger a nuclear retaliation.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmbh3l7qz000d3b6m51tljcbe@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The Ukrainian operation was \u201cgrounds for a nuclear attack,\u201d declared Vladmir Solovyov, a firebrand host on Russian state TV, calling for strikes on the Ukrainian presidential office in Kyiv, and beyond.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmbh3l7qz000e3b6mkhremxre@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Whatever the legality, the barrier for a Russian nuclear response remains mercifully high and such a strike is likely to be dismissed in Kremlin circles as an impractical overkill.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmbh3l7qz000f3b6m89sg7g67@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            For a start, it would poison relations with key Russian trading partners like China and India, as well as provoke potential military action against Russian forces.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmbh3l7qz000g3b6muge1odje@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Inevitable mass casualties would be certain to invite universal scorn, further isolating Russia on the international stage.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmbh3l7qz000h3b6mgr9uq6aj@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            But here\u2019s the problem: the Kremlin may now feel overwhelming pressure to restore deterrence.    <\/p>\n<div Shortly afterwards, Ukraine staged yet another bold attack on the strategic Kerch bridge linking Russia with Crimea \u2013 the third time the vital road and rail link has been hit.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmbh3l7qz000j3b6mphfrukyr@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The capture by Ukrainian forces of the Kursk region in western Russia last year dealt another powerful blow, leaving the Kremlin struggling to liberate its own land. They don\u2019t have enough personnel for it,\u201d said Vladimir Milov, a former deputy energy minister now living outside of Russia.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmbh3l7qz000o3b6mtgyzb7q8@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cPeople talk about potential use of nuclear weapons and so on. I don\u2019t think this is on the table. But, again, Putin has shown many times that he is resorting to barbarity and revenge.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmbh3l7qz000p3b6mc35hczg5@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            In other words, highly unlikely, but the nuclear option can\u2019t be entirely discounted.
