{"id":6815,"date":"2024-08-24T11:39:31","date_gmt":"2024-08-24T11:39:31","guid":{"rendered":"https:\/\/digitaltradecenter.com\/index.php\/2024\/08\/24\/kyivs-incursion-into-russia-sends-a-defiant-message-to-its-western-backers-we-can-win-this-war\/"},"modified":"2024-08-24T11:39:31","modified_gmt":"2024-08-24T11:39:31","slug":"kyivs-incursion-into-russia-sends-a-defiant-message-to-its-western-backers-we-can-win-this-war","status":"publish","type":"post","link":"https:\/\/digitaltradecenter.com\/index.php\/2024\/08\/24\/kyivs-incursion-into-russia-sends-a-defiant-message-to-its-western-backers-we-can-win-this-war\/","title":{"rendered":"Kyiv\u2019s incursion into Russia sends a defiant message to its Western backers: We can win this war"},"content":{"rendered":"<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm05j1jju000m5mp6dgwv8d3v@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Ukraine\u2019s audacious foray into the Russian region of Kursk has been a triumph for its military intelligence and tactical agility \u2013 and equally a signal that, despite its&nbsp;advantage&nbsp;in&nbsp;terms of&nbsp;men and armor, the Russian military has plenty of vulnerabilities.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm05j1xm600033b6kumq1c5c5@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Just as importantly, it\u2019s also sent a political message to Kyiv\u2019s allies that has changed the prevailing narrative of the war &#8211; that Ukrainian forces are doomed to fight an endless rearguard action against superior Russian firepower.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm05j1xm600043b6kl8sxfx9z@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Suddenly, Moscow\u2019s oft-repeated insistence that all the goals of&nbsp;what&nbsp;President Vladimir Putin&nbsp;still<strong>&nbsp;<\/strong>calls&nbsp;the \u201cspecial military operation\u201d will&nbsp;be achieved&nbsp;ring hollow. Ukrainian forces&nbsp;claim to&nbsp;have taken almost as much territory in Russia this month (some 1,200 square kilometers by their own estimates) as the Russians have won inside Ukraine all year.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm05j1xm600053b6km29hpq2b@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Moscow has seen setbacks ever since it launched&nbsp;its 2022&nbsp;invasion,&nbsp;which was&nbsp;designed to capture Kyiv in less than a week. But the goals \u2013 and the methods to pursue them \u2013 have not changed. Massive bombardment accompanied by costly use of infantry have gradually eaten into Ukrainian territory.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm05j1xm600063b6kyu5qfjjy@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Analysis by&nbsp;the Institute for the Study of War, a Washington-based think-tank, said&nbsp;\u201cPutin likely assesses that as long as Russia can retain the initiative and prevent Ukraine from conducting operationally significant counteroffensive operations, Russia can inflict decisive losses on Ukraine over the long term, while outlasting Western security assistance to Ukraine and Ukrainian efforts to mobilize more of Ukraine\u2019s economy and population for the war effort.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm05j1xm600073b6kzzq89iia@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Mathieu&nbsp;Boulegue, Senior Fellow at the Center for European Policy Analysis, agreed that \u201cif you look at the grand strategy for each country, perhaps not much has changed.\u201d    <\/p>\n<h2 class=\"subheader\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/cm05ktkqx00003b6kzisc9i3p@published\" data-component-name=\"subheader\" id=\"turning-the-tide-of-the-war\" data-article-gutter=\"true\">        Turning the tide of the war<\/h2>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm05j1xm6000a3b6kak5zodwl@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The Ukrainian military has confounded a growing consensus among Ukraine\u2019s supporters that it had little chance of recovering much \u2013 if any \u2013 of its own territory. In Kyiv\u2019s view, Kursk demonstrates its military deserves continuing, faster and better support from allies because it can change the direction of the war.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm05j1xm6000b3b6k3seh0xpo@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            President Volodymyr Zelensky made this point in an address last week: \u201cWe\u2019ve already expanded and will continue to expand the circle of those who support a just end to this war. It\u2019s essential that Ukraine enters this fall even stronger than before.\u201d    <\/p>\n<div data-uri=\"cms.cnn.com\/_components\/graphic\/instances\/cm06pl76u00023b6l6tqz98n9@published\" class=\"graphic\">\n<div id=\"graphic-20240823-ukraine-russia-incursion\" class=\"graphic__anchor\" data-url=\"https:\/\/ix.cnn.io\/dailygraphics\/graphics\/20240823-ukraine-russia-incursion\/index.html\" data-type=\"dailygraphics\" data-slug=\"20240823-ukraine-russia-incursion\" data-pym-src=\"https:\/\/ix.cnn.io\/dailygraphics\/graphics\/20240823-ukraine-russia-incursion\/index.html\"><\/div>\n<\/div>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm05j1xm7000c3b6knywmekwi@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Mick Ryan, a former general in Australia and author of the Futura Doctrina blog,&nbsp;said&nbsp;Kursk \u201chas demonstrated Ukrainian learning and adaptation after the failure of its 2023 counteroffensive,\u201d&nbsp;referring to the much-hyped assault that delivered few gains for Kyiv.<strong>&nbsp;<\/strong>    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm05j1xm7000d3b6kd21uiafh@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cThe Ukrainian aim here is to demonstrate that Russian victory is not inevitable, and that Ukraine can fight and win,\u201d&nbsp;added&nbsp;Ryan \u2013 persuading the doubters to sustain support and perhaps more importantly further relax restrictions on how and where their weapons can be used.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm05j1xm7000e3b6k7emzkokj@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The Ukrainians have persistently sought to overcome hesitation among allies about supplying systems that might escalate the conflict &#8211; first with artillery and battle-tanks, later with F16 combat jets and longer-range missiles such as HIMARS and ATACMs.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm05j1xm7000f3b6kubkj107n@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Until May, the use of US weapons to strike Russian soil was a red line for&nbsp;<strong>a<\/strong>&nbsp;Biden administration apprehensive of escalation. Then came Russia\u2019s incursion into Kharkiv region, aided by long-range strikes from well within Russian territory. The Ukrainians were in effect fighting with one hand behind their back; the city of Kharkiv was vulnerable.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm05j1xm7000g3b6kbfqiedrb@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The ban was relaxed, allowing some US systems to target Russian territory. In Kursk the Ukrainians have further eroded it by using armor inside Russia. US, German and UK-provided armored vehicles and tanks have been seen barreling through the Russian countryside; western missiles have brought down bridges that might otherwise abet Russian defenders.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm05j1xm7000h3b6kcb4uea5n@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Zelensky has said that Russia\u2019s bluff has been called. \u201cThe whole naive, illusory concept of the so-called red lines in relation to Russia, which prevailed in the assessments of the war of some of our partners, crumbled in these days somewhere near Sudzha,\u201d he said.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm05j1xm7000i3b6k8bbu1eam@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cUkraine has demonstrated, again, that the various red lines projected by the Russian president are nothing but a chimera designed to reinforce Western political timidity about decision-making on the war,\u201d Ryan said.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm05j1xm7000j3b6kucfehb25@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Boulegue argued the Kursk operation is a valuable way for both Ukraine\u2019s allies \u201cto test Putin\u2019s pain threshold, a really good way to test Russia\u2019s other forms of deterrence using a proxy.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm05j1xm7000k3b6ktpfzxouh@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cRussian red lines are fluid, and this is another incidence of raising the temperature gradually.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm05j1xm7000l3b6kqg4rylkr@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The Ukrainians have won an important political argument here: there have been no public objections from Western capitals to the opening of this new front, and indeed plaudits from many members of NATO, including Germany, the UK and the United States.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm05j1xm7000m3b6kpbt7jcbm@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cAs they see attacks coming across the border, they have to be able to have the capabilities to respond,\u201d Pentagon spokeswoman Sabrina Singh&nbsp;told reporters&nbsp;earlier this month.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm05j1xm7000n3b6kastput9a@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The EU\u2019s top diplomat, Josep Borrell, went further, saying on X Wednesday that \u201cLifting restrictions on the use of capabilities vs the Russian military involved in aggression against Ukraine, in accordance with international law, would have several important effects: -Strengthen Ukrainian self-defense by ending Russia\u2019s sanctuary for its attacks and bombardments of Ukrainian cities and infrastructure. Save lives and reduce destruction in Ukraine. Help advance peace efforts.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm05j1xm7000o3b6kcwia1ctf@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            But there is a limit to the&nbsp;West\u2019s level of comfort.&nbsp;Ukraine would like to target airfields deep inside Russia with longer-range ATACM missiles; Washington does not seem inclined to agree.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm05j1xm7000p3b6km6ishpa9@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Zelensky&nbsp;has countered&nbsp;that \u201cIf our partners lifted all existing restrictions on using such weapons on Russian territory, then we wouldn\u2019t need physically to enter the Kursk region with the aim of protecting our Ukrainian citizens in border regions and destroying the Russian aggression potential.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm05j1xm7000q3b6kwy9runc8@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            But taking Russian land improves Ukraine\u2019s bargaining position at any negotiations, and also works as a hedge should&nbsp;former President&nbsp;Donald Trump win the US election and seek to force a peace settlement on Ukraine.    <\/p>\n<h2 class=\"subheader\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/cm05ku2ep00043b6kpckc5mru@published\" data-component-name=\"subheader\" id=\"western-way-of-fighting\" data-article-gutter=\"true\">        Western way of fighting<\/h2>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm05j1xm7000s3b6kphhrnq27@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The success of the Kursk incursion was not just down to Western hardware:&nbsp;Ukrainian&nbsp;intelligence gathering, planning and special forces executed&nbsp;the operation, along with plenty of Ukrainian-made drones, artillery, electronic warfare and even thermobaric weapons.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm05j1xm7000t3b6k0ax47yev@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            That \u201chighlights Ukraine\u2019s agency, thereby undermining Russia\u2019s portrayal of the conflict as a proxy war with the West,\u201d noted Olga Tatariuk at Chatham House. It also offers allies reassurance that the Ukrainians are not doomed&nbsp;always&nbsp;to be on the defensive; that they are learning the Western way of fighting after the high hopes for 2023\u2019s counter-offensive were shattered.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm05j1xm7000u3b6k7rm9gb5q@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            As one Ukrainian soldier in Kursk described it: \u201cThis operation was very well planned. I don\u2019t know who worked on the plan but they did a good job. We were moving in the center, we had support left and right from us. Great operation.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm05j1xm7000v3b6kku4ja827@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The Kursk operation remains a high-stakes gamble for Ukraine at a time when Russian forces are closing in on two important hubs in eastern Donetsk:&nbsp;the cities of&nbsp;Pokrovsk and Toretsk. But Ukrainian forces have shown that the conflict is not a one-way street.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph-primary-core-light\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm05j1xm7000w3b6kc6rl9od6@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cWe don\u2019t know yet whether this will be a footnote or a game changer,\u201d said&nbsp;the analyst&nbsp;Boulegue.
