{"id":9423,"date":"2024-11-03T11:38:00","date_gmt":"2024-11-03T11:38:00","guid":{"rendered":"https:\/\/digitaltradecenter.com\/index.php\/2024\/11\/03\/putin-unlikely-to-come-to-the-negotiation-table-regardless-of-who-wins-us-election\/"},"modified":"2024-11-03T11:38:00","modified_gmt":"2024-11-03T11:38:00","slug":"putin-unlikely-to-come-to-the-negotiation-table-regardless-of-who-wins-us-election","status":"publish","type":"post","link":"https:\/\/digitaltradecenter.com\/index.php\/2024\/11\/03\/putin-unlikely-to-come-to-the-negotiation-table-regardless-of-who-wins-us-election\/","title":{"rendered":"Putin unlikely to come to the negotiation table, regardless of who wins US election"},"content":{"rendered":"<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm2yx6sxr001j2cp587ng0s6r@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Russia is watching US policy like a hawk.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm307v0ku00023b6m7dfwx64l@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            That was Ukrainian President Volodymyr Zelensky\u2019s message to reporters last week in Kyiv as he answered a question about Moscow\u2019s willingness to negotiate. \u201cIt depends on the elections in the United States,\u201d he said.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm307v0ku00033b6mvevx7twh@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            If elected, Kamala Harris is expected to largely continue the policies of the Biden administration, which have been supportive of Ukraine despite some friction points, like the use of Western weapons to strike deep inside Russia.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm307v0ku00043b6mvhflrufj@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Taking a drastically different position, Donald Trump has suggested he will end support for Kyiv\u2019s war effort and claimed he could settle the war \u201cin one day.\u201d Terms of a peace plan floated by his vice-presidential nominee JD Vance are strikingly similar to Putin\u2019s wish list.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm307v0kv00053b6my9l760r1@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            American policy is at a crossroads, but that won\u2019t necessarily translate to a turning point in peace negotiations, analysts say.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm307v0kv00063b6m99jlcwzo@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            That\u2019s because nothing suggests Russia is ready to come to the table, regardless of who ends up in the White House.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm307v0kv00073b6mximivnwc@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cWhat [Trump] thinks he can do, what leverage he has, is unclear at this point \u2013 but I don\u2019t think it\u2019s a quick process,\u201d said Thomas Graham, a Russian foreign policy expert and distinguished fellow at the Council on Foreign Relations.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm307v0kv00083b6m1aws7bwr@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            A reduction in US aid spending could very well translate to changes on the battlefield, though, experts say.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm307v0kv000b3b6m6ddgyj4z@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Those cracks could come in the form of a Trump administration reducing US aid and taking a lesser role in NATO, or a split US Congress, among other factors. Financial pressures on European allies also play a role, as well as rifts in NATO, with pro-Russian leaderships in member states such as Hungary and Slovakia.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm307v0kv000c3b6ms6hhhtm9@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cAbsent Western unity, absent a clear demonstration that the West and Ukraine have a common vision of what they\u2019re trying to achieve\u2026 Putin has no reason to reconsider what he is doing in Ukraine at this point,\u201d Graham added.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm307v0kv000e3b6mv76kvfhf@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            The scope of the war is also too large for a simple negotiation between Moscow and Kyiv, experts say. They argue it\u2019s a much broader conflict between Russia and the West.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm307v0kv000f3b6mq1hrkvtg@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            For Putin, \u201cUkraine is just a means to an end, and the end is to further limit US influence in international affairs,\u201d said John Lough, an associate fellow in the Russia and Eurasia Program at the London think tank Chatham House.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm307v0kv000g3b6mmykcitd5@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cWhen [Trump\u2019s] advisers explain to him what\u2019s really going on here and the fact that China has played a key role in sustaining Russia\u2019s ability to continue fighting this war\u2026 he may feel suddenly very strongly that he\u2019s not so well disposed to Putin,\u201d Lough said, adding that Beijing will perceive any concessions \u201cas a further indication of US weakness.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm307v0kv000h3b6m6jiwmiun@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            That goes against Trump\u2019s tough rhetoric on the threat posed by China.    <\/p>\n<h2 class=\"subheader inline-placeholder\" data-editable=\"text\" data-uri=\"cms.cnn.com\/_components\/subheader\/instances\/cm3080d5o00163b6mcr590u23@published\" data-component-name=\"subheader\" id=\"attritional-war-playing-into-putins-hands\" data-article-gutter=\"true\">        Attritional war playing into Putin\u2019s hands<\/h2>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm307v0kv000j3b6mu6vno5y4@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Ukraine is already outmanned, and Putin appears ready to accept a high number of casualties. More than 600,000 Russian soldiers have been killed or wounded, according to NATO.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm307v0kv000k3b6m1r7kndu4@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cThe enemy is increasing its troops to drive the Ukrainian Armed Forces out of the Kursk region at any cost,\u201d said Oleh Shiryaev, commander of the 225th Separate Assault Battalion that is fighting in Ukraine\u2019s surprise incursion across the Russian border. \u201cRussia\u2019s main element in this war is the number of its troops \u2013 these are meaty assaults and offensive actions. They do this in all parts of the frontline.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm307v0kv000m3b6m6k6aer99@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            But Kyiv knows that\u2019s not enough. On Wednesday, Ukraine\u2019s Parliament voted to extend martial law and the draft for an additional 90 days. There are plans to call up an additional 160,000 people, the National Security Council announced.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm307v0kv000p3b6mniut5fr6@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Ukraine needs support for both its infantry and its equipment coffers, servicemen said.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm307v0kv000q3b6maq6b2m2p@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cWe have ammunition, but as artillerymen say, there is never enough,\u201d said 15th Brigade National Guard Spokesman Vitaliy Milovidov, who is fighting in the eastern Donetsk region, where Russian forces continue to make incremental gains.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm307v0kv000r3b6mes8vo7kj@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            If a potential Trump administration cuts US aid, Ukraine would become increasingly outgunned.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm307v0kv000s3b6mhgw3ewbm@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            European nations are scrambling to increase ammunition production for Ukraine to prevent backsliding, in the event that US support drops off.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm307v0kv000t3b6mxnxdy9vp@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            But even if US policy continues along the current trajectory, Kyiv\u2019s Western allies don\u2019t appear willing to send the level of resources needed to make major battlefield gains.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm307v0kv000u3b6myuicm61o@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            \u201cMy hunch is that this is going to continue, at a lower intensity possibly, but for a long time,\u201d Chatham House\u2019s Lough added. \u201cA Harris administration certainly wouldn\u2019t sell out the Ukrainians, but it would really test their Ukrainian resolve and whether they are prepared to continue to fight this attritional war.\u201d    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm307v0kv000v3b6mxzdrar95@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            That\u2019s why Putin\u2019s strategy also appears aimed at demoralizing Ukraine\u2019s population.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm307v0kv000w3b6mfu26goe4@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Russia has repeatedly attacked civilians and civilian infrastructure. It has also hammered Ukraine\u2019s energy grid, which exacerbates problems for everyday Ukrainians who will face a winter marred by lack of heating and water.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm307v0kv000x3b6msx8ts32e@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Analysts say the Ukrainian population is certainly exhausted, but they too don\u2019t appear ready to settle in any way. After the mass killings of civilians in Bucha and Mariupol, the brutal treatment of Ukrainian prisoners in Russian custody, and the forcible deportation of Ukrainian children by the Russian state, they know the brutal realities of Russian occupation.    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cm307v0kv000y3b6mv5f8hv0e@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">            Zelensky, meanwhile, continues to call for support from both parties.
